Discipline or warn the many by making an example of one. When you cannot confront a target directly, aim your correction at a proxy — everyone who matters reads the real message, and authority is set without an open clash.
The principle
Sometimes the person or group you need to bring into line is too senior, too numerous, or too well-defended to confront head-on. So you point at the mulberry to curse the locust: you make a visible example of a lesser, safer target, and let the intended audience draw the lesson themselves. A single firm act — a rule enforced without exception, one offender held to account — broadcasts resolve to everyone watching far more efficiently than lecturing them all. It is how a new leader establishes authority over doubters, and how a warning is delivered with deniability. The risk is misreading: if the proxy is seen as unjustly used, the watchers sympathise with the punished rather than fearing the lesson.

To signal firmness to a powerful counterpart you can't confront outright, hold a hard line on a smaller, defensible point. They read your resolve on the big issue from how you handled the small one.

The policy reminder
Rather than speak to the manager who had missed the deadline, the director sent a company-wide reminder about accountability. Everyone understood who it was for except the manager, who made the same mistake twice more. The rest of the firm spent a fortnight quietly wondering whether they were the subject. The message reached thirty people and missed the only one it was written for.

Addressed to everyone
The message went to the whole team, in general terms, about standards and ownership. Nine people spent the afternoon wondering whether it concerned them. One knew immediately that it did, which was the point, and had not been told so directly, which was also the point. The collective anxiety of the other nine was the delivery cost.
Use it If a general rebuke might be aimed at you, ask privately — and if you are delivering one, do not.
Nobody was named
One person clicked, entered a code, and reported it eleven minutes later. The write-up that circulated to everyone described the mail, the timing and the two controls that had failed, and never identified who. Reports of suspicious mail tripled over the following quarter. The lesson was aimed at the whole company, and the person who needed it heard it without becoming an example.
