Pair (GovTech Singapore) in Southeast Asia
Pair is the largest deployed government AI assistant in the region and you almost certainly cannot use it. Access is restricted to Singapore government devices and credentials, so there is no sign-up, no consumer edition and no API — worth stating plainly, because it is the first thing most people arriving from a search want to know. For outsiders, its value is as a proof point. Open Government Products built it inside GovTech, it's used by tens of thousands of public officers, and GovTech publishes figures on time saved. For other ASEAN governments weighing a build-versus-buy decision, it is the closest thing to a worked precedent in the region.
Pair is a standout example of a government deploying generative AI for its own workforce: about 98,500 monthly users, cleared for sensitive data, transparent public metrics and a growing set of tools from chat to meeting notes. Its impact and satisfaction figures are self-reported, and there is no independent accuracy audit. Only Pair Search is open to the public. Essential for Singapore public officers; a useful model for other governments in the region.
What we found
Pair is the Singapore government's suite of AI assistants for public officers, built by Open Government Products for GovTech. It began at a hackathon in January 2023 and was rolled out to all public officers that September. Pair Chat, running on Anthropic's Claude Sonnet 4.6 since mid-2026, helps officers draft, summarise and analyse documents, with custom assistants, batch jobs over large sets of text and writing templates; it is cleared for data classified up to Restricted and Sensitive Normal, with no logging by the model providers. Pair Intern brings the assistant to internet-separated government computers by email, Pair Noms writes notes of meetings and is in beta, and Pair Search, an exploratory prototype open to anyone, searches Parliamentary Hansard, Supreme Court judgments and legislation with combined semantic and keyword search. Healthcare-cluster staff can now sign in with their own system, and schools and SingHealth joined in 2024.
The team publishes its own metrics. In the second quarter of 2026 Pair had 98,527 monthly active users, saved an estimated 1.62 million hours a month and 81 minutes per task, and scored 3.7 out of 5 for satisfaction on Chat, at a reported cost of $2.18 million a quarter, or $7.39 per active user. In a written parliamentary reply in November 2025, the Ministry of Digital Development and Information said about 80% of Singapore's 150,000 public officers had used Pair Chat. Case studies include an antibiotic-prophylaxis assistant at Singapore General Hospital and document review at the Building and Construction Authority. These figures are self-reported and there is no independent accuracy audit, though the team built an evaluation suite, Pair Rome.
Pair is free for public officers and agencies, and Pair Search can be used by anyone.
It is one of the clearest examples in Southeast Asia of a government running generative AI at scale for its own staff.
