18 SEP 2026 — The Philippine House of Representatives has withheld the budget of its own technology department to force a foreign chief executive to appear before it.
Lawmakers deferred approval of the Department of Information and Communications Technology's proposed 2027 budget on 17 September, pending answers from Meta on child safety. The department agreed.
What the House actually did
Nobody fined Meta, subpoenaed its records or moved to block a service. The House suspended consideration of its own technology department's spending plan, and the pressure on Meta is entirely indirect. The agency that deals with the platform cannot fund its work until the platform answers.
Rep. Brian Poe-Llamanzares, who sponsors the DICT budget, and Rep. Presley de Jesus moved the deferment. De Jesus put the grievance plainly: "We keep on making their businesses big. But in return, they have been ignoring us."
As leverage, the move reads as much like a confession as a threat. A legislature with direct authority over a company does not normally need to hold its own department's money to get that company into a room.
The harms named
The concerns raised during deliberations were specific. DICT identified online sexual abuse and exploitation of children, and child sexual abuse and exploitation materials, as the most serious. Lawmakers also cited delayed removal of violent content, illegal online gambling, cyberbullying, and social media addiction with its associated depression and mental health risks.
The Ateneo de Zamboanga University shooting was among the incidents raised over how quickly violent material comes down.
DICT Secretary Henry Aguda accepted the deferment rather than fighting it, and the department's statement drew a comparison: "Unlike other technology platforms that have demonstrated meaningful cooperation with authorities and concrete progress in safeguarding users, Meta continues to fall short of its responsibility and commitment to youth safety." It added that accountability cannot be optional and that the protection of children is non-negotiable.
Fifth-largest, and nobody to call
The real complaint is presence. The Philippines is Meta's fifth-largest user base globally, yet Meta has no satellite office there. As Poe-Llamanzares put it, the company "does not have an actual country manager and a real office here, considering the amount of capital that we provide."
That asymmetry is why the budget became the lever. A regulator can summon a local executive. With no local executive to summon, the House reached for the one lever it controls.
The pattern is regional rather than Philippine. Indonesia has moved towards requiring platforms to maintain a representative office, and the Philippines has been working the same problem from the other end, through national-ID age verification and a voluntary arrangement with Roblox. Southeast Asian governments have concluded that a platform with no local footprint has no local obligations in practice, whatever the statute says.
Not the American cases
Meta is already facing child-safety litigation elsewhere, and this is a different kind of pressure. The US actions run through courts with jurisdiction over the company, discovery, and the prospect of damages. A Philippine budget deferment produces none of those things.
What the deferment produces is a public record of a government unable to get the company's attention by ordinary means. It is a weaker instrument than a lawsuit, not a stronger one.
What to watch
Whether Zuckerberg appears is the least interesting question, and he almost certainly will not. Chief executives of that size do not testify before foreign legislatures over departmental appropriations, and the House knew that when it moved.
Follow the budget. If the deferment lasts into the appropriations calendar, a Philippine agency's programmes get delayed over a dispute with a company it does not regulate, and the cost lands domestically. If it is released after a senior Meta representative appears instead, the tactic worked at a discount.
The durable change would be legislative. Indonesia's approach makes local presence a legal requirement rather than a request, and the Philippine complaint here is precisely about absence of presence. A bill mandating local establishment would be the durable version of what the House attempted with a budget line, and it is the outcome that would change what happens next time.
